I noticed that, too, and wondered in reading it if it were part of a larger pattern of rowling paring off the adult characters who might help hp in order to set up the three kids to 'go it alone.' (we've got tonks and lupin reassigned/'ill' and out of the action in this book as well).

I think Shacklebolt is there just to keep tabs on the prime minister, and as a guard. Don't forget that the prime minister doesn't realize what Shacklebolt is: the most bad-ass wizard on the planet. By the way, I could TOTALLY see Sam Jackson as Shacklebolt, but I'd also love to see Ving Rhames in the role.
