A Crude Scrawl
To answer Sasha's second question about that highly suspect NY Times piece, there is one very good reason to look out a subway window: that moment when the 7 train rolls into Queens, and you get that amazing view of all the 5 Pointz graffiti.
Hopefully these officials will continue to sleep on the growing menace of crude scrawl adorning NY's delivery trucks:

When I used to live on the F line, I used to look forward to the part of the day when the subway would emerge from the tunnel in Brooklyn and look out over Gowanus and the water. It's not much of a view, but I always felt there was something special about it. Is SFJ a downtown Manhattanite? That might explain it. There's no above-ground track.

This is my first time commenting on your blog; it is a daily staple for me these days. I love it.
I sort of agree with these city officials. Etching cream doesn't have the same kind of control that other graff tools allow, I am not a big fan of its use on private property because some shop owner has to replace his whole window if it's used. However, the speed of buffing and graff clean-up on government property had to result in some kind of new permanent substitute. I guess you could say they were asking for it! I bet they are begging for some burners now.
